If you’re passionate about democracy, youth participation, and creating positive change in your community, the World Forum for Democracy 2026 is an excellent opportunity to connect with young leaders and policy makers from around the world. It is organized by the Council of Europe Youth Department, this is a fully funded programme that brings together youth representatives, activists, and decision-makers to discuss some of the most important challenges facing democracy today.

The 2026 edition will be held under the theme “Rupture or Renewal? Democratic Security for Our Future” as part of the New Democratic Pact for Europe. Participants will take part in training sessions, interactive discussions, and the World Forum for Democracy in Strasbourg, where they will be  exchanging their ideas, share innovative practices, and contribute to conversations about the future of democratic societies.

What is the World Forum for Democracy?

The World Forum for Democracy is an annual international event that brings together political leaders, civil society organizations, young people, researchers, activists, journalists, and democracy experts to exchange their ideas to strengthen the democratic governance.

The 2026 forum focuses on exploring how democracies can respond to emerging global challenges while becoming more inclusive, resilient, and participatory. Through debates, workshops, and collaborative sessions, the participants discuss the innovative approaches that encourage greater civic engagement and democratic participation.

Eligibility Criteria

Applicants should meet the following requirements:

• Be between 18 and 30 years old.
• Have a genuine interest in democracy, civic engagement, and the future of democratic societies.
• Be available to participate in the entire programme, including online preparation activities and all events in Strasbourg.
• Be willing to share the knowledge and experiences gained with their organization or local community after the programme.
• Previous involvement with the Council of Europe Youth Sector is an advantage but is not required.
